This should be the third spinning ‘Wheel’ you come across. This time again using the ‘Strength/Purple’ form hit the Wheel until the ‘Ice’ side lines up with the other. Using the ‘Ice’ form make your way to the top.
At the top swing to the other platform, now for the tricky part. Using the ‘Purple’ form again hit the wheel and freeze it and you should be able to make a pole you can use to swing on to make it across to the elevator.
