In order to begin fishing the game will automatically introduce it during the story. From then on you can then speak to Annabelle whom will end up selling various different items such as Fishing Rods. If you cannot catch a fish, then it may only be obtainable with a better Rod.
You can get better Rods when you have caught enough of the easier fish, with each catch you gain points that you can spend with Annabelle. Below is a list of all of the available fish and their starting locations.
