After escaping the Tornado for the second time you will find a Merchant and another puzzle.
Now for this one make sure to stay in ‘Purple’ form otherwise the wind will lift and kill you, run to the other side of the room and hit the block with the Hammer so that it moves onto the Switch.
Quickly move forward and hit the block with the ‘Ice’ form so that the wind does not lift it, however you will not have much time after this. Turn back into the ‘Purple’ form and quickly dart for the gate at the other end.
