Apparently a Cerulean Drake has flown from the Train Graveyard and made it’s new home in the Abandoned Talagger Factory.
The local Shinra Soldiers refuse to acknowledge it and thus Cloud is now tasked with having to take it out.
SIDE QUEST NAME: Just Flew In From The Graveyard

ACTIVATED: You must first complete the Nuisance in the Factory side quest
CHAPTER: Chapter 3 – Home Sweet Slum
REWARD: Star Bracelet
REQUIREMENT: Cerulean Drake
LOCATION: Abandoned Talagger Factory
GUIDE:
As soon as you enter the Factory you will have to start smashing through crates in order to find an ID Card, this ID Card will allow you to gain access to the area in which the Drake is in.
You will find the ID Card hidden inside the crate in an outside section that requires you to flip a lever in order to open the gate shutters.
After acquiring the ID Card we can now head for that single locked door within the Factory and confront the Drake.
The ID door will be in the area to the right of where you found the ID Card, it is the only ID locked door in the area and the enemy inside is the only Cerulean Drake in the area, so you know you have the correct place at this point.
The Cerulean Drake is weak to Wind, so use Aero if you have it otherwise just attack as normal
After you defeat it the quest should be complete so report back and get your rewards!
