The Stellar Blade Plan to Clean the Earth side quest becomes available once you enter the Scrap Plains section of the Wasteland. The objective “Locate the source of the distress signal” appears on your screen. The quest is given to you by a robot named D1G-g2r.
Beginning the Stellar Blade: Plan to Clean the Earth Side Quest

Find the exclamation point on your map north of the Scrap Yard. Follow the path down the cliff, jumping off ledges, until you reach the bottom. This is where you’ll find a robot named D1G-g2r who sent out the distress signal because he is stuck under a car.
D1G-g2r is a peaceful drone who can communicate and he asks you to do a manual reset that will allow him to escape. In order to do this reset, you must operate machines named Ticker, Buzzer, and Clunker located around the Scrap Yard. D1G-g2r also notes that it’s important to operate them in that order.
Ticker

Each machine is marked on your map with three markers highlighted in green.
The first machine you need to find is Ticker. While standing in front of D1G-g2r, turn around and walk straight. There’s a big yellow crate straight ahead and, when you approach it, handles appear. Using the handles, you can move the crate against the cliff face on your left, which has visible handholds for climbing.
Once the crate is as close to the wall as you can get it, climb on top of it. You can jump and reach the lowest handhold. Continue climbing to the left using the climbing points until you reach a platform. The button for Ticker is straight ahead. Walk up to it and press the corresponding button to activate it.
Buzzer

Next, you need to find Buzzer.
From your position in front of Ticker’s button, go back the way you came. From the crate you just moved, head left where there will be another yellow crate. It operates the same way. Push it against the platform next to you, right below the gap in the railing, and climb up.
There is a second crate in front of you, but a gate stands between you and the place you need to push the crate to. On the same level as you, to the right, there is a much smaller crate that can be moved over a pressure plate. The pressure plate is right next to it and it will lower the gate. Now, you can move the large yellow crate against the far wall and climb it. The button for Buzzer is on your right.
Clunker

Go back the way you came and head straight for a few steps. There is a ladder on your right, which is highlighted when you scan the area, but you can’t reach it just yet. Continue straight a few more steps where you’ll see two small crates. These can be moved onto the pressure plates that are right in front of them and a large door will open.
Inside the door is a large yellow crate. Push it out and go left, back to the ladder. Move it under the ladder. You can now climb to the very top, where the final button is located. Once you press it, D1G-g2r is free.
