During Chapter 5 play a round of the Cocktail mini-game and then leave the Bar. Exit the area altogether and return to the Bar once again.
As your trying to enter the place someone will bump into you. This person will mention that they are new to Bars and thinks that going into one is ”cool”.
Allen will then appear at random times whilst playing the Cocktail mini-game, when he does appear fix a drink for him to complete the sub story.
