There are many different characters that you can recruit within The Outer Worlds game, one such individual is Felix.
Many of these characters have their own unique abilities and specializations.
Felix mainly specialises in Persuasion, Bootlickers! (basically causing your enemies to cower in fear) and Rebellion (which causes extra damage to Corporate Militarty type enemies)

Bootlickers!: +20 Damage to Cowering Enemies
Rebellion: +20 Damage to Corporate Military

After finally getting your Ship back from having it impounded and once you can fly and leave Groundbreaker once again, Felix will be waiting for you by the Ship as you return.
