Progress through the main story until you unlock the Foreign Exchange side quest. Make your way to the Yongen-Jayasupermarket. Unless the conditions are Evening and Clear, you cannot interact with Yaoling. She will ask you to become friends. Accept and unlock her Synergy Bond. The friendship turns into romance at Synergy Rank 15. Also, don’t forget to level up your Knowledge to unlock all her Synergy Ranks.
