After completing several of the Blacksmith’s quests, like “Unwelcome Aboard” and “Dressed to Kill”, you’ll be able to speak with Scurlock in his office. He’ll give you your first official Scurlock quest, “Brokered Ground”. In it, you’ll need to deliver crates of weapons to three Sea People outposts while fending of Fara ships.

Delivering Weapons to the Vorona Falls Outpost
The Vorona Falls outpost is only 1,620 meters from the dock at Sainte-Anne, making it the closest of the three delivery sites. I only encountered a single great white shark on the way, making this the safest of the three sites for me.
Sail into the cove in front of the outpost. Once you are close enough to the beach, hold “S” to exit the ship.
At the outpost, head to the right past the cache spot. You’ll see a woman labelled “Sea People Merchant”. Walk up to her and press “F”. In her menu, select the “Brokered Ground” quest and submit it to give her the Weapon Cache. Once the interaction ends, return to your ship and head out for the Tamby Foundry.
Delivering Weapons to the Tamby Foundry
To get to the Tamby Foundry, exit the Vorona Falls cove to the left and sail across the coastline until you come to a river. Enter the river, which contains two Fara ships and two Sea People ships. Destroy the Fara ships while being careful to avoid hitting one of the Sea People ships. If you do, you’ll need to leave the area for a moment until their anger towards you ends.
Passed the river is a harbor where the Tamby Foundry can be entered. There is another Fara ship that can be destroyed here as well.
Sail towards the Tamby Foundry until two options pop onto the screen. Follow the first and press “S” to interact with the Foundry. This will pull up the “Brokered Ground” contract. Press the space bar to submit the quest here, which will give them the Weapons Cache and you the information for Scurlock.
Now we can head to the final area, Lanitra.
Delivering Weapons to Lanitra for the “Brokered Ground” Quest
Exit the Tamby Foundation through the same river you entered from. Begin sailing to the left to head toward Lanitra. Once you get close enough to the shore, hold “S” to disembark at Lanitra.
At Lanitra, you exit the ship looking forward with the cache at your left. Turn around to face your boat. To the left will be a man called the “Sea People Huntsmaster”. Walk up to him and press “F”.
While talking to him, select the “Brokered Grounds” quest and hold the space bar. This will submit the quest, finishing the deliveries and changing the objective to giving the information to Scurlock.
How to Give the Reports to Scurlock in the “Brokered Ground” Quest.
After delivering the final Weapons Cache, you need to return to Sainte-Anne to give Scurlock the information. You can do this by sailing normally, or you could fast travel to the city.
Fast traveling can be done by pressing “M” to open the map and holding left-click on the area you want to fast travel to. You can only fast travel to areas you’ve already visited, and it costs money each time. Traveling from Lanitra to Sainte-Anne costs 260 coins.
At Sainte-Anne, walk over to Scurlock’s Office. Press “F” at his guards to enter his office. Select the “Brokered Ground” quest and press the space bar to submit it. This will complete the quest, unlocking the “The Pirate Round” quest afterward.
