Speak to the Employee with Glasses In The Smartest Pirate Crew Substory
To start this substory, approach the Ounabara Vocational School in the Cultural District after completing The Symbol of the City, the Street Surfer substory. The building is located near the bottom of the map, on Harbor St. Approach the Employee with Glasses standing next to the spinning medallions in front of the building. He asks if you’re interested in signing up for their vocational school. Select the “I’ll enroll” option and the man will lead you inside.
He gives you a tour of the area, where you’ll meet Mifune. After speaking with them, the substory will be parked as complete.
Take the Exams
Speak to Mifune to start the exams. There are 21 in total, including a mock exam, and you have to get three of the five answers correct to pass. Here’s a list of all the exams:

By taking and passing all of these exams, you’ll obtain your certificate.
