The Miracle Aquarium is a Like a Dragon Pirate Yakuza in Hawaii substory. It triggers over at the Shopping Mall. It also features a Polar Bear named Stephanie

How to Start The Miracle Aquarium
Once you have completed The Symbol of the City, the Street Surfer substory, you can go to the Anaconda Shopping Mall to start this side mission. On the eastern side, you will come across a guy advertising a show.
Read the flyer and the substory will automatically begin. Majima decides to check out the animal show.
How to Complete The Miracle Aquarium
Head to Harbor Street to see what is going on. It is not far. You can walk or take the Street Surfer to Harbor Park to see the show. As you get close to the stage area, a man wearing a top hat approaches. Yasuda introduces himself as the ringleader and informs Majima that the show will start later. He suggests a way to pass the time.
Yasuda also explains how they are able to run an arctic display in sunny Hawaii.
Meet Stephanie
Majima finds out who is the star of the show. It’s a mighty polar bear. Yasuda assures Majima that the ice cage is secure. He then asks Majima if he would like to feed Stephanie.
Yasuda trips over the power cords from the cooling units of Stephanie’s cage. The bear is free and the warm weather is making her angry. He asks Majima for help.
Calm Stephanie Down
You have no other option but to fight Stephanie. The bear is a respectable adversary. She has a large HP bar and can knock Majima down. A few of your attacks don’t work here. You cannot knock the bear into the air. Also, heat attacks don’t affect her. The safest strategy is to use combos.
Once Stephanie is back in her cage, you have the chance to talk to Yasuda and learn how he got the idea of running a frosty show in Hawaii. He then invites Majima to check out the show later, but you’ve had enough entertainment. The substory ends and you unlock Stephanie as a crew member.
