Frostpunk 2 Laws are a game mechanic that allows the Steward to propose the rules and regulations of New London. We say this because passing the legal code in Frostpunk 2 is not that easy. Let’s discover all there is to know about the game’s system of rules.

Frostpunk 2 Laws – Introducing the Council

Council Hall

The Council Hall is the building that deals with laws. Players gain access to this feature in Chapter 1 of the Story Mode. Simply follow the game and build the Council Hall when you get to that point. This building is part of the heart of New London, the Central District. From now on, you will be able to submit laws for the Council’s seal of approval.

How Voting Works

Frostpunk 2 Laws Pass

A law passes only if the Council decides in favor of it. The Council’s delegates will cast their votes. If two-thirds of the Council approve it, the law passes. These delegates are members of the game’s factions. The number of delegates from a certain faction depends on how popular that faction is. As you can imagine, each faction will push its own agenda. The law may not pass if the majority thinks that is not the direction in which New London should grow.

How to Propose Frostpunk 2 Laws

In the beginning, there aren’t many laws to choose from. As the city develops, you will have access to more laws through research.

There are four law categories:

To pass a law, you must first select it. Find a law that you want to change and mouse over it to see the options. Make the selection and decide when the voting will take place. You can submit the change for the Council to vote straight away. The alternative is to wait 10 weeks for the vote to occur automatically.

The Steward also has the power to grant a faction’s agenda. This means that the faction will choose and propose a law. Laws from a faction’s agenda still have to pass the Council’s vote.

How to Negotiate

Proposing a law is just half of the process. To make sure the law passes, you need to negotiate with the Council in order to secure votes. You can also try to repel a law. Find the Negotiate option in the Council menu and check out the factions that are willing to negotiate. If a faction doesn’t want to negotiate, it might be because the law doesn’t align with their views or they are upset with you.

Negotiations Strategy

The Negotiate menu also shows how many members of each faction are in the Council and their vote. That’s the faction you want on your side. To sway them in your favor, you must grant them a wish, such as:

  • Approve a research project.
  • Propose a law on their agenda.
  • Build a facility.
  • Use a certain Faction or Community action.
Promise

Keep in mind that whatever promise you make, you have a limited time to fulfill it. If you don’t, your popularity with that faction will decrease. Granting a research project is the least uncompromising wish you can make, because some research projects benefit everyone.
