The Freezing Cold Side Quest in Octopath Traveler 0 can be found in the Emberglow, Frostlands. You have a chance to get this quest after you finish the Master of Power Chapter Three. Once you do that, you’ll be able to attempt this quest and get the reward.

How to Complete the Freezing Cold Side Quest in Octopath Traveler 0
To start this quest, you need to go to the east district in the Emberglow. Speak with the merchant girl whose father has just collapsed. Apparently, he can’t walk very well after an attack from some Scarlet Wing Monsters.
The only thing the man wants is for you to go down to Valore to give a message to his son. Obviously, he can’t make the trip himself given his legs and his daughter is too nervous to leave him on his own. This puts it squarely on your shoulders.
To fulfill the man’s request, go talk to the young man that is southwest of the Valore entrance. First use inquire and then you can recruit path action. The goal here is to convince him to go back home. He originally left because Emberglow wasn’t safe but as it turns out, Valore isn’t so great either!
At least back home he’ll be around his family and won’t have to go through everything alone, which he faces in Valore.
Once he agrees to go back, head to Emberglow so you can talk to the daughter. You’ll be able to see the family together and reunited, which you should pat yourself on the back for since you’re the one who did it.
The reward for bringing this family back together is a bronze filled pouch. Not bad after helping them all reconnect after the son left town!
