To obtain the Shopkeeper achievement, you need to find a dead fish on Teer Fradee and hold on to it until you unlock the fishmonger in Uxantis.

How to Find a Dead Fish on Teer Fradee and Sell It in Uxantis

The Fishing Spot is a location you visit during the A New Evil quest in the early game. Examining a dead fish is part of the quest objectives. There are two dead fish in the area. Collecting both of them during the quest will lock you out of the GreedFall 2 Shopkeeper achievement.

Once you’ve completed the A New Evil quest, you can return to the Fishing Spot and collect another dead fish. If you’ve picked up all the fish at the Fishing Spot, search up the river towards the mine and you will find two more dead fish. The dead fish is a key item, so it will go into the Quest Items tab in your inventory. Continue with the main story and unlock the Uxantis region. Open your inventory and notice that the dead fish item is now in the Goods tab.

You can now sell the item. All that is left to do is to find the fishmonger in Uxantis. The fishmonger spawns once you complete the next part of the main quest, so progress through the story and the fishmonger will appear as a merchant in the Market Square.
